clears the support vector machine (SVM)

and frees all memory required for the
SVM. After calling clear_class_svmclear_class_svmClearClassSvmClearClassSvmClearClassSvm
, the SVM can no longer
be used. The handle SVMHandleSVMHandleSVMHandleSVMHandleSVMHandle
becomes invalid.
