generates an ideal band filter in the
frequency domain. The parameters MinFrequencyMinFrequencyMinFrequencyMinFrequencyminFrequencymin_frequency

determine the cutoff frequencies of the filter
as a fraction of the maximum (horizontal and vertical) frequency
that can be represented in an image of size WidthWidthWidthWidthwidthwidth
